Nancy Walsh Undermines School Administration and Holds Mock Graduation Ceremony

Nancy Walsh Mock Graduation Ceremony

First let me say that the reason I’m posting this entry on this site and not the Take Back Perry Schools website is that my opinion may not reflect the opinion of TBPS as a whole. I’m sharing this as an individual that’s concerned about having someone like Nancy Walsh responsible for our school system.

The story goes that recently at Perry Meridian High School there were a group of guys that were caught by police on top of the school building vandalizing property and just some general pre-graduation pranking going on. I’m not interested in getting these students in more trouble than they’ve already been in, which was defined by the school administration as being expelled for 5 days which included their graduation commencement ceremony this past Friday I believe. I’m not sure whether or not any police charges were brought against the individuals, but for me that part’s not important.

I found these photos as I was browsing around Facebook and MySpace pages after initially hearing about the event taking place. My account of the story comes from bits and pieces I’ve heard from a variety of sources as to what occurred.

What is important is that these students had more than likely been warned, along with the entire student body about pulling pranks like this before graduation and were probably told that there would be consequences for these types of actions if they were pulled. They decided to do it, they got caught and the suffered the consequences. I’m not sure if the students were really upset about everything, but I’m sure their parents were pretty ticked off at them. Included in those parents that were upset, was none other than MSDPT School Board Vice-President, Nancy Walsh.

As some point after the event, Nancy Walsh called the school and said that she would be coming in for something acting on behalf of the school board. When she arrived the principal was not available and she proceeded to tell whomever she was speaking to that she wanted the diplomas of the students that were expelled and that they deserved to have a ceremony because of all their hard work the previous 4 years. She reminded them that she was acting on behalf of the school board and proceeded to stage a mock graduation commencement in the school guidance office.

From what I’ve heard, someone hummed the melody to Pomp & Circumstance while someone else read their names alphabetically and they walked to Nancy Walsh and received their diplomas.

Regardless of whether or not you think these boys deserved to walk in their graduation, or whether or not Walsh’s mock ceremony was a disgrace to all the other students who also worked hard and took their education a little bit more seriously than others, there’s a more important issue at hand.

Nancy Walsh arrived on school property, announced that she was acting on behalf of the board and decided to undermine every bit of authority and leadership that the school administration had in handing down their decision against these four students. I’ve emailed every board member and acting superintendent Dennis Nichols asking if indeed, they were aware of Nancy’s actions prior to her arriving at the school. When I hear back from them I will confirm whether or not they were informed of that decision.

UPDATE: I’ve heard back from Steve Maples, Gayle Houchin and Jo Ellen Buffie that they were in no way informed of these actions prior to them taking place. Now the question is whether or not the “board majority” knew about it, if they did then here again they’re making decisions for the district without including all board members.

The crux of the problem is that Nancy Walsh, or any other board member for that matter, have absolutely no power or authority as individuals outside of a school board meeting. There are some occasions where the board would ask a board member to do something, but it’s my understanding if that was the case a motion would have been passed at a meeting and all board members would have voted. Upon the result of that vote, the board member either would have or would not have acted on “behalf” of the board.

Yet, it’s her opinion and will that she can walk into any school in our township and make students, administrators or staff do whatever she wants. If that’s not an example of micro-management, I don’t know what it would be. Then there is of course the issue of undermining the authority of the entire staff at a school. If she doesn’t agree with it, she overrides whatever she wants and forces her will upon others. Could it be these types of actions, while on the board and previous, are exactly the ones she was reprimanded for by Dr. Williams? And could it be that her response to his authority over that misguided behavior is exactly the thing that pushed her over the edge against Dr. Williams?

If anyone has additional details or thoughts they’d like to share, please leave me a comment.

A Condensed Chronology of Events

Gary Owen just had an absolutely great and informative comment on this site. I believe it provides exactly the type of overview someone needs that may be just coming into this situation or seeing it from the outside.

As a parent, voter and taxpayer in Perry Township I am concerned about what these elected officials are doing to our schools, taxes, property values, etc. I may not be able to replace them till the next election, but I did not elect them to carry out personal vendettas that don’t benefit MSDPT, and I will not step aside to let them do whatever they want. Our elected officials need to be accountable to their public. This may have a negative effect by amplifying the Boards actions and I regret that. But, I believe to keep quiet while these Board members destroy our schools would be a greater travesty. In addition to walking out of Board meetings, the 4 members have been rude, insulting, name calling, and condescending to the public, teachers and administrators. Below is a condensed chronology of events .

* 4 members conspired and gained control of School Board Officer Positions.
* Adams modifies and misrepresents Atty. Borgmanns renewal contract .
* Adams & Walsh begin micromanaging.
* Williams reprimands Walsh for overstepping her job description
* Thompson files false police report against Williams
* 4 members hire Atty. Bailey to Investigate Williams
* Adams lies to other board members and public at board meeting.
* 4 members place Williams on administrative leave.
* 4 members vote against mediation with Dr. Williams.
* New Tech HS Delayed till 2008.
* NESSI Grant lost for 2007.
* Thompson calls for independent audit (potential cost $100,000).
* 4 members vote against mediation with Dr. Williams.
* Open Public Forum approved.
* Bailey attends Finance meeting - no major violations of law.
* 4 members hire board facilitator - reject free facilitator.
* Delayed Open Public Forum.
* Adams reads Timeline.
* Adams reads Finance Meeting Report - makes unsupported accusations.
* Adams claims Williams termination to only cost $36,000. (Actual costs over $500,000)
* Indianapolis Star - No evidence to justify Williams suspension.
* 4 members hire Lafayette Atty. & assistant to investigate Williams.
* Adams & Thompson want to rehash approved Edison contract.
* 4 members vote against mediation with Dr. Williams.
* 4 members ignore request to schedule Open Pubic Forum.
* 4 members want to reopen approved construction bids.
* Teacher survey - 97% have no confidence in this board.

Note: Contrary to what some may want you to believe, Dr. Williams is NOT terminated…he is on administrative leave! He can be reinstated! However, the real issue here is not Dr. Williams. The real issue is the unethical behavior of 4 members of this board!

An Informative Recap of Events by Owen

One of the commenters on the site, Owen, recently left this very nicely written and informative recap of some of the events that have gotten us to where we find ourselves today.

The school board did approve Williams contract 7-0. (Fact)

“Everytime the board had something that they wanted to know they were call micro-managers.” The purpose of the School Board is to set policy, not micro-manage MSDPT. If they have a problem with Dr. Williams not providing receipts, set the policy they no reimbursements will be provided until receipts are provided.

“Three of the 4 board members favored Williams and his style of leadership. Four did not.” (Opinion)

“The other two members were experienced and I may say great representatives of our township. Again they are personal friends of Williams and agreed with his management style.” (Opinion)

Rubie Alexander: I can understand how offensive the “N” word is to our generation. I can also understand the importance of keeping historical perspectives accurate. Dr. Williams did not suggest that PMHS perform “Ragtime”, he only supported the teachers decision.

Edison Contract - The Edison contract is legal and has been reviewed by an independent legal firm. If the 4 board members have a problem with the edison contract…why did they renew it?

As I mentioned earlier, this is not just about Dr. Williams (aka: head of the snake), it is about the unethical methods and by-law violations by the “gang of four”. If you go back and review the minutes of the meetings (ie: 10/23/2006 and 11/13/2006), you will see that Sue Adams has repeatedly lied to the other board members and to the public. We were told Mr. Bailey was hired to investigate Dr Williams, $8,500 and 3 months later, Mr. Bailey found no violations supporting termination. Now we are told that we need to hire 2 additional lawyers to “begin” investigating Dr. Williams. Mrs. Adams and Mrs. Walsh met with Mr. Nichols and asked him if he would be willing to assume the duties of Superintendent before the school board meeting. Mrs. Adams and Mrs. Walsh met with Mr. Williams and informed him they were placing him on administrative leave before the school board meeting. When Mrs. Buffie asked Mrs. Adams and Mrs. Walsh why she had not been contacted about this action, they responded that they knew she would support Dr. Williams. Mrs. Adams admitted that she has been in discussion with Attorney Bailey since early October about Dr. Williams. Despite several requests from Mr. Maple for public input, Mrs. Adams, Mrs. Walsh, Mrs. Alexander and Mrs. Thompson voted not to allow public comment and then voted to place Dr. Williams on administrative leave. Now they are trying to convince us that the true cost to terminate Dr. Williams will be around $35,000 - $38,000!

On January 8th, 2007, the school board passed a resolution to hold a Town Hall Meeting, now they refuse to schedule it.

To sum all this up in a reply to you, these are just the high points. The actions of these four women have divided this township. They do not have the ethical, moral, and leadership qualities I expect from our school board members. Whether or not they manage to terminate Dr. Williams, the end will not come until these board members are gone.

02/26/07 Speaker Comments - Tim Nance, Teacher

The following comments were shared by Tim Nance at the School Board Meeting on Monday, February 26th:

It is no secret (I have spoken now at four board meetings), that I am an active member of Take Back Perry Schools. Well, yesterday afternoon my family and I delivered about 35 TBPS yard signs to houses throughout the township. The people I met seemed to me to be good people, families of Perry Township with parents who are very concerned by what has been going on with their school board, and upset about what has happened over the last several months. These people have been called a mob, called those “orange people” who like to disrupt, called disgruntled political pawns who blindly follow Dr. Williams or who are acting out of anger over past school board elections.

The dozens of people in TBPS that I have met over the last few months are not these things. We are parents, grandparents, teachers, and concerned township residents who are asking for our elected representatives to actually listen to us and do what is in the best interest of our school district. We are simply exercising our constitutional rights.

We have two goals:

  1. For our SI, Dr. Williams to be reinstated
  2. For our school board members to be held accountable for their actions

These goals have never changed and board meeting after board meeting what we see from four of our board members just strengthens our resolve. Obviously, we were disappointed at the last board meeting when a sensible resolution that provided compromise and offered hope for healing was voted down while the decision to hire more attorneys to start an investigation we were told had begun months ago was approved. But, as I delivered those signs yesterday, I was encouraged to see that every single neighborhood we went into (100% of them) had people with our orange signs in their yard. Both the Perry and the Southport side, we are a township united around those two previously mentioned goals. Which now, by the way, independent objective news sources (The Indianapolis Star and The Southside Times) after following the Perry circus the last four months and doing their research have taken a stand. Guess what? They agree with us. They both strongly recommended that Dr. Williams be immediately reinstated and they both found concerns about members of this school board overstepping and not knowing their proper role. Most importantly, they encouraged this board to unite behind what the majority of Perry constituents want and start putting our students first. My question is simple: Will any of the four of you listen? Or is this one of those cases where “Everybody else is wrong and you’re right“ ? When children get caught up in that game, as adults we reason with them and usually the child has an epiphany, and realizes that he or she was being selfish and not seeing the big picture. Well, we here in Perry Township find ourselves waiting for one of you four to have that epiphany.

Recap of Tonight’s Board Meeting

I was unable to attend tonight’s board meeting but a friend provide this recap and has allowed me to share it with everyone.

MSDPT Board Meeting (2/26/07)

Adams, Walsh, Thompson, and Alexander voted to hire Atty. Reiling at $250/hr and his associate at $175.00/hr. to BEGIN an investigation into Dr. Williams.

The three other board members voted no to more atty.s and more wasted money. Houchin, Buffie, and Maple stated that they are still clueless as to even what the nature of this investigation is. Three and a half months later and nothing thus far has been produced. - (I say they get Columbo)

There has been an hourly accounting now from Atty. Bailey. Looks like he has 40 -42/hrs. in this so far. We can anticipate a least an $8500 bill for Bailey’s time alone up to this point.

Here’s another sobering thought: Three hours travel time back and forth from the new atty.’s office (Lafayette) to PTEC, five hours working, the total for an 8 hour day for the two attys. will cost us $3600.
Any discussion time with Bailey, that includes the three, will cost us an additional $205/hr.

Can anyone think of better use of our tax dollars? Maybe something aimed at helping our students?

I think it is time for all Perry residents and employees to get involved.

Please don’t take the “There’s nothing I can do” approach. These four board members are banking on that and they will continue to keep us in a downward spiral.

Please reconsider if you have thought “I don’t want to get involved. It’s too political.” This is about way more than Doug Williams. This is about four people misusing their power. Most importantly, this about the future of our schools and our students. I am not exaggerating. Ask anyone who has attended a board meeting.

Please consider coming to future board meetings and make your presence known. You don’t have to speak for them to get your message. Thunderous applause every time someone speaks out against the destructive actions of the four board members is very effective.

Please consider emailing the four from your HOME computer and tell them that you do not approve of their frivolous spending and their disregard for their constituents and Perry employees.
